Regional Commission for Competitiveness and Innovation - CRCI
It is the highest regional instance, recognized by the National System of Competitiveness and Innovation and formalized by local decrees of the Capital District and the Government of Cundinamarca, responsible for promoting competitiveness and innovation in the region from the connection of public and private actors and academia for the development of actions and projects of regional scope.
Regulatory framework
National Decree 1651 of 2019: whereby the conformation and operation of the National Competitiveness and Innovation System and the Regional Competitiveness Commissions is modified.
Decree 217 of 2021 of the Government of Cundinamarca: which establishes the Regional Commission of Competitiveness and Innovation of Bogota Cundinamarca: instances, conformation, functions of each instance, calls and quorum, sessions, among others.
Decree 203 of the Office of the Mayor of Bogota: whereby the Mayor's Office accepts Decree 217 of the Government of Cundinamarca, which regulates the participation of the Capital District in the CRCI and defines the delegation of the Mayor to the Executive Committee.
Conformation
According to the decrees establishing the Regional Competitiveness Commission of Bogota and Cundinamarca, the following instances are defined:
CRCI - Regional Competitiveness Commission: maximum coordination instance, Chaired by the Governor of Cundinamarca. It meets twice a year.
Executive Committee: decision-making body. It meets four times a year.
Extended Technical Secretariat: defined by CRCI regulations and formed by representatives of the District, the Governor's Office and the CCB to attend to tactical and coordination actions of the CRCI.
CRCI Technical Secretariat: in charge of the Bogota Chamber of Commerce, Competitiveness Management Directorate.
About the Competitiveness Agenda
The Departmental Competitiveness and Innovation Agendas (ADCI), are the main instrument of the regional competitiveness commissions to articulate and dynamize of programs and projects that impact competitiveness and generate higher levels of productivity in the region (CONPES3866). The ADCIs are composed of those priority lines of the region and a portfolio of Programs, Projects and Initiatives that are determinant for the economic and social growth of the District and Department of Cundinamarca.
In 2023 the CRCI will advance the formulation of the bases of the competitiveness agenda identifying those elements of public policy where the region has the potential to develop its productive sector and raise competitiveness levels.
